The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics. We invest more than US$4 billion a year to support programs run by local experts in countries and communities most in need. Since 2020, through the COVID-19 Response Mechanism (C19RM), additional funding has been made available to support countries to mitigate the impact of COVID-19.
As part of our mandate to fight the three diseases and increase access to quality-assured health products, non-health products and services at affordable and sustainable prices, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria. Every year, more than half of the Global Fund’s investments is used to procure key health products, ensuring they are available to those who need them most.
The Global Fund’s Supply Operations Department, in collaboration across the Global Fund Secretariat, is responsible for the overall management of sourcing, procurement, quality assurance and supply chain related matters, including strategy formulation and implementation, development of policy guidelines and ensure compliances, drive innovation, sustainability agenda and new product introduction, and importantly support country capacity building contributing to a more resilient and agile national health care supply chain.
To implement the Global Fund’s 2023-2028 Strategy, Supply Operations has recently introduced a new operating model to achieve accelerated value contributions to the communities and people we serve more effectively and efficiently.
Under the supervision of the Senior Specialist, Vector Control, Direct Sourcing, the Associate Specialist supports the Senior Specialist in implementing Vector Control and Condoms and Lubricants category strategies, with a focus on supplier allocation, supplier performance KPI reporting and operation in the procurement platform and system. The Associate Specialist provides timely and accurate quantitative and qualitative analyses to support decision-making and partnership engagement.
Key Responsibilities
- Support the development and execution of comprehensive global category strategies for assigned product categories.
- Support the end-to-end global tender process management, from developing detailed specifications to evaluating bids, awarding contracts, and monitoring supplier performance, in line with public procurement principles and regulations
- Lead the development of a dynamic supplier allocation algorithm to inform the supplier allocation and operating in the procurement platform and system accordingly.
- Support the implementation and optimization of value delivery through supply and demand interventions, including the Vector Control-related volume guarantee operation and risk mitigation plans, to maximize the value of the volume guarantee.
- Track key performance indicators (KPIs) to support the supplier performance management and monitoring
- Gather and consolidate procurement data from various sources, including purchase orders, contracts, supplier databases, and market intelligence platforms.
- Cleanse, validate, and organize data to ensure accuracy and consistency for analysis.
- Perform quantitative and qualitative analyses on procurement data to identify trends, patterns, and potential areas for improvement.
- Develop and maintain regular reports on key procurement metrics, such as spend analysis, supplier performance, contract compliance, savings realized, risk assessment, and other reporting.
- Create clear and concise visualizations, including dashboards, charts, and graphs, to effectively communicate insights to stakeholders.
- Tailor reports and presentations to meet the specific needs of different audiences, including procurement managers, executives, and suppliers.
- Assist in the development and execution of strategic sourcing initiatives by providing data-driven insights and analyses.
- Conduct market research, analyze supplier landscapes, and assess risks to inform sourcing decisions.
- Support contract management activities by tracking key milestones, analyzing contract performance, and identifying potential risks and opportunities.
- Identify and recommend process improvements to enhance the efficiency, effectiveness, and compliance of procurement regulations
- Work with other teams to manage and keep updated the databases such as the product data hub, with a focus on improvements
- Stay abreast of best practices and emerging procurement analytics and data management trends.

Qualifications
Essential:
- Degree in health, science, or business field,
Desirable:
- Business administration or financial qualification accompanied with experience in similar positions
Experience
Essential:
- At least 3-5 years proven working experience in procurement and supply chain management both in the public and/or private sector
- Demonstrated sound data analytical experience in public/ private health product sourcing and supply chain management
Desirable:
- Consulting experiences
- Working experience in health product procurement and supply chain management with Low Middle-Income Countries
