Job Description Summary
The Saudi Services Sourcing Manager will be acting as an owner of the Services sourcing activities for assigned HDGT Services Projects (CM&U Complex and Extended Scope) to a specific sub region with the collaboration of OTR Sub-region leads and PSL’s to drive Services sourcing strategy and operations including flow parts fulfillment, Increase competitive landscape and lean partnership acceleration with strategic suppliers to drive projects cost optimization, improved cost accuracy during and cross functional execution. The role will also have to work closely with sub region GMs to align sourcing strategy to business strategy and KPIs.
Manage the buying process for a given set of goods. Apply sourcing policy, interface between supplier and entity with respect to specifications and budgets. Has in-depth knowledge of best practices and how own area integrates with others; has working knowledge of competition and the factors that differentiate them in the market
Job Description
Roles and Responsibilities
- Analyse sourcing spend for assigned sub region, identify critical spend areas and suppliers define a sourcing strategy to meet business objectives.
- Lead sub region sourcing ITR operations in full cycle including Buying, fullfillment.
- Lead and Execute Flow parts Sub region scope for PES projects including aligning with key stake holders in Global teams.
- Working with cross functional team to meet customer requirements for PES projects.
- Proactive engagement with Business operations to identify Sourcing demand and Business needs.
- Partner with PES Project Managers in the region to ensure externally sourced scope is purchased at the best price, and quality and that it ships on time to meet required need dates.
- Maintain region weekly KPI dashboard to review progress with OTR Sourcing team and ensure SQDC metrics are met… Create monthly Pareto charts with lagging indicators during MOR’s.
- Implement continuous improvement mechanism to track region initiatives, optimize process and address issues.
- Achieve lowest possible cost for Parts, Engineered Materials, Services, and EPC scope balanced against optimum quality and schedule needs of the projects in the region.
- Manage issue resolution for externally sourced scope impacting project fulfillment cycle including contracts revision and escalations. Drive SQDC (Safety, Quality, Delivery Competitiveness) ensuring cross functional team is involved early stages.
- Develop a supplier management relationship program with key suppliers including metrics, KPI’s and improvement initiatives.
- Align Sourcing localization plan with the business localization strategy
- Analyze industry trends and evolving technology to proactively identify supply base issues to minimize risk, protect continuity of supply, and utilize emerging opportunities.
- Implement MSA’s/contracts with strategic partners when beneficial by working with cross-functional stakeholders and suppliers to reach agreement on contract terms and conditions.
- Coordinate with Global Strategic Sourcing Leaders and GCL on strategic approach and supplier relationship management.
- Leverage analytics and should cost teams to drive best cost-out decisions
- Sourcing representative with the proposal team during ITO phase (R3) to ensure compliant and competitive proposals with the appropriate project budgets. Ensure sourcing inputs to the proposal are accurate and cover full scope of supply.
- Responsible for supplier selection, preparation of request for quotations using existing ERP & digital tools to process RFQ’s related to fulfillment of Parts, EPC scope and manage communications with Sales, Engineering, Project Manager and Suppliers to understand project scope requirements.
- Responsible for leading negotiation of contracts (purchasing agreement and contract of works) for external sourcing of services and materials of complex project scopes using expertise from supporting organizations like contracts, legal and insurance teams. Ensure appropriate business approvals are obtained as per DOA prior to final contract negotiations following applicable company and regulations.
- Work with subregional OTR leaders to ensure supplier payments, close open PO’s, deal with AP holds and payment updates to suppliers. Responsible for ITO bowler updates, projects dashboard and KPI metrics.
- Log and get approvals for deflation/inflation workflow for every RFQ created to drive projects deflation with accurate record keeping.
- Ensure compliance of proposal specifications, schedule, quality, and contractual terms. Sourcing single point of contact for projects while working with individual departments, especially commercial, legal, engineering, quality, Compliance, EHS, and finance.
- Place and follow-up on POs. Manage relationships with suppliers for PO execution. Manage problems and schedule changes. Update ERP.

Required Qualifications
- Bachelor’s Degree from an accredited university
- Extensive work experience in Power, Oil & Gas and related industries.
- Very strong organizational and communication (both verbal and written) skills.
- Proficient in Smartsheet, MS Office applications like Outlook, Excel, Word, and Power Point.
- Strong technical knowledge including reading and interpreting engineering drawings, BOM and contractual documents.
- Ability to effectively and accurately transmit, receive and interpret data through the application of appropriate communication behaviors.
- Excellent ability to build rapport across the organization.
- Knowledge and capability to use the tools, processes, and best practices for predicting business trends and providing forecasts that drive business decisions and planning.
- The legal right to work in Saudi Arabia without company sponsorship or time restriction.
- Ability to travel 15% of the time.
Desired Characteristics
- Master’s degree in engineering, operations, business or supply chain
- Extensive experience in sourcing and procurement in Power , Oil & Gas and related industries.
- Advanced knowledge with Sourcing & procurement process in ITO, OTR, expertise in preparation of should cost calculation, ability of analytical evaluation of data, contracting, MSA and sourcing tool kit.
- Financial and business acumen, Familiarity with Sourcing quality process
- ERP purchasing system experience like Oracle Alpha/Power Max/SAP/Ariba.
- Demonstrated program and/or project management skills
- Familiarity with different organizations & responsibilities within EPC Construction companies
- Demonstrated ability to be effective in a cross-functional, cross-cultural team environment.
- Experience with Risk and Claim Management
- Six Sigma training is preferred (GE employees)
