The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.
The specific language requirements for this position are detailed hereunder. However, external candidates applying for the professional category vacancies and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed, they will be expected to acquire a knowledge of a second working language of the Office during their initial years of service.
Introduction
The position is located in the Investigation and Inspection Unit of the Office of Internal Audit and Oversight (IAO). The mission of IAO is to provide the Governing Body and the Director General with an independent, objective assurance services designed to add value and improve the Office's operations. The Office of Internal Audit and Oversight (IAO) assists the Office in achieving its objectives by utilizing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes. The oversight provided by IAO covers internal audit, inspection, monitoring and the evaluation of the adequacy and effectiveness of the Office's system of internal control, financial management and use of assets, as well as investigation of financial or administrative misconduct, other irregular activities, Sexual Exploitation and Abuse and Retaliation against Whistleblowers.
The Principal Investigator/Chief of the Investigation and Inspection Unit is responsible for management of the operations and resources of the Investigation Unit. All investigations by the Investigation and Inspection Unit are carried out in conformity with the Uniform Principles and Guidelines for Investigations, endorsed by the 10th Conference of International Investigators held on 10-12 June 2009 at the Dead Sea in Jordan and the Standard Operating Procedure Investigations, Office of Internal Audit & Oversight, July 2018).
The position reports to the Chief Internal Auditor/Director, IAO.
Specific Duties
1. Direct, plan and coordinate all operations and activities of the Investigation and Inspection Unit and manage the financial and human resources of the Unit. Prepare and propose Programme and Budget proposals and ensure the achievement of set objectives.
2. Provide direction and leadership concerning each aspect of an investigation engagement, ensuring international investigation and forensic standards and ILO Administrative Tribunal jurisprudence are met and that investigations are conducted in accordance with IAO’s SOP for Investigations.
3. Lead and conduct investigations and, as appropriate, advise on lessons learned and corrective action.
4. As directed by the Chief Internal Auditor/Director IAO, draft terms of reference for third party consulting firms to undertake investigation/inspection related activities in support of IAO’s caseload. Liaise with contracted third parties and oversee their assignments. Conduct quality control of their outputs prior to submission to the Chief Internal Audit/Director of IAO for their review.
5. Regularly review the investigation file and progress for each investigation undertaken by investigators, and ensure that reports are of a high quality and meet the required standards, for submission to the Chief Internal Auditor/ Director of IAO. Provide leadership in developing technical skills required to maintain an effective investigation function.
6. Formulate, maintain and implement policies, processes and standard operating procedures, which are in line with good practice, for the management of investigations.
7. Provide advice on fraud prevention. Prepare periodic reports for senior management.
8. Draft the investigations section of the annual report of the Chief Internal Auditor to Governing Body. Draft investigation reports on own cases, as required, for submission to the Chief Internal Auditor/ Director of IAO.
9. Represent the Office at inter-agency forums and participate in senior management meetings on issues related to investigations as required by Chief Internal Auditor/Director IAO.
10. Stay abreast of industry trends, emerging risks and best practices to enhance investigation methodologies. Identify opportunities for process improvements within the investigation and inspection unit.
11. Stay current with advancements in related technology and recommend tools for the investigation and inspection unit. Leverage technology and data analytics tools to enhance efficiency and effectiveness.
12. Perform other relevant duties as assigned.
Education
Advanced university degree (Master’s or equivalent) in law, auditing, accounting, or other relevant field. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience in law enforcement in addition to the experience stated below will be accepted in lieu of an advanced university degree.
Certification as a Certified Fraud Examiner would be an advantage.
Experience
At least ten years of progressive experience in managing, leading and conducting investigations, including at the international level. Prior experience in the UN system would be an asset.
Languages
Excellent command of one working language (English, French or Spanish) of the Organization and a working knowledge of a second working language. One of these languages must be English. Working knowledge of a third working language would be an asset.
Competencies
In addition to the ILO core competencies, this position requires:
Thorough knowledge of and effective application of skills in investigative techniques and methodologies, case preparation, maintaining case files, analyzing information from various sources to form objective and impartial conclusions based on evidenced gathered, and reporting.
Knowledge of current digital tools related to investigation and forensics. Thorough knowledge of risk assessment and how to apply it in a practical manner in a geographically dispersed environment.
Excellent management and organizational skills. Excellent communication skills (spoken, written, facilitation and presentational) to prepare and present reports of investigation findings and recommendations effectively and clearly. Excellent interpersonal and diplomatic skills with
strong client orientation.
Ability to exercise unbiased, tactful and prudent judgement on sensitive issues and to deal with potentially difficult situations. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. Ability to meet tight deadlines. Ability to demonstrate the highest levels of integrity, impartiality and objectivity. Must be digitally literate.
Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
- The first contract will be issued for a twenty-four month period.
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
