Specialist, Direct Sourcing Pharmaceuticals - GL D - Defined duration until December 2030

The Direct Sourcing team is responsible for the Global Fund’s core health product sourcing activities to ensure delivery to meet grant program targets. This includes getting the right products through effective category management, engaging the right suppliers through supplier management, and negotiating the optimal prices through contract management implementation.

The Direct Sourcing teams have a proven track record of delivering significant value to the Global Fund, improving Low Medium Income Countries (LMIC) access to quality-assured and affordable health products, leveraging the aggregated procurement scale, market knowledge, competitive sourcing approach, strategic contracting, and partnership engagement.

In support of the Global Fund Strategy implementation, the Direct Sourcing team will play a critical role to advance on key interventions set out in the NextGen Market Shaping framework, including shape innovation and accelerated new product introduction at scale, capacity building for local manufacturing, sustainable procurement agenda, and country capacity building, in close collaboration across Supply Operations, relevant departments and divisions at the Global Fund Secretariat, and external partners.

Under the Direct Sourcing team, the Pharmaceutical Sourcing team is responsible for developing and implementing sourcing strategies over a wide range of pharmaceutical products for Malaria, HIV, TB, and pandemic preparedness with a total spend of over approx. $600 million annually.

The spend represents approximately 60% of Global Fund health products spend annually and is being utilized by over 85 countries with direct contributions to the impact of the Global Fund’s grant implementation.

Under the supervision of the Manager, Global Sourcing Pharmaceuticals. The Specialist is responsible for supporting the development of the product category strategy, to ensure the delivery of measurable value in line with the objectives of the Global Fund’s Strategy. This includes implementing Market Shaping interventions, sourcing activities and coordinating and aligning partnerships to effectively implement complex sourcing solutions, including engagement with key strategic donors, partners, other large buyers such as the US Government and other national governments and major suppliers.

The sourcing approach adheres to public procurement principles and is guided by the organization’s value-for-money framework.

Key Responsibilities

Category Management and Strategic Sourcing:

  • Utilizes in-depth professional knowledge and experience to support the Pharmaceutical Sourcing Manager to design and develop the product category strategy and global tendering by leveraging product and supplier knowledge, category management skills and other subject matter expertise
  • Accountable for managing the operational implementation of the product category strategy, tender outcomes, contracts and performance.
  • Accountable for allocating demand to meet contractual requirements and financial commitments.
  • Cultivate and nurture strong, collaborative partnerships with key suppliers, driving performance, mitigating risks, and fostering innovation by serving as the primary interface with manufacturers
  • Analyze procurement data, market trends, and program performance to generate actionable insights that inform strategic decision-making.
  • Develop and track key performance indicators (KPIs) to monitor progress, identify areas for optimization, and drive continuous improvement within category management.
  • Conduct regular performance reviews, address challenges proactively, and negotiate favorable terms to ensure a secure and sustainable supply chain.
  • Collaborate effectively with a diverse range of internal and external stakeholders, including demand planning, finance, risk, suppliers, implementing partners, and other buyers.
  • Communicate clearly and persuasively, fostering strong relationships, aligning priorities, and ensuring seamless program delivery.
  • Supporting the development of category product forecasts and take necessary actions to ensure continuity of supply

Market Shaping Strategy implementation:

  • Support the operationalization of the relevant pharmaceutical category strategy, focusing on related NextGen Market Shaping interventions
  • Ensure continued availability and affordability of the needed category products
  • Promote consistent quality standards through the category product portfolio procurement
  • Support efforts to stimulate innovation through supplier relationship management
  • Accelerate adoption of new and/ or cost-effective products to maximize the program impact
  • Transfer category knowledge and promote strategic sourcing best practices and to prepare for country transition and long- term market viability

Transaction management:

  • Supports realization of value opportunities and supply solutions for challenging Principal Recipient requests in terms of products and/or timing
  • Manage dynamic supplier allocation algorithm to inform the supplier allocation and operate in the procurement platform and system accordingly

Tools and system support:

  • Identifies business needs, opportunities, and challenges with regard to category management, procurement platform and system
  • Stay abreast of emerging trends, technologies, and best practices in global health procurement and supply chain management

Qualifications

Essential:

  • Advanced degree in health, science, or business.

Desirable:

  • Additional procurement or supply chain qualifications

Experience

Essential:

  • At least 5-10 years demonstrated experience in public/ private health product sourcing & supplier relationship management
  • Extensive product category management experience

Desirable:

  • Pharmaceutical sourcing and supply chain management experience
  • Relevant experience engaging with/ within Lower Middle-Income Countries (LMICs)

An excellent working knowledge of English and knowledge of other languages would be an asset.
