The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.
The specific language requirements for this position are detailed hereunder. However, external candidates applying for the professional category vacancies and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed, they will be expected to acquire a knowledge of a second working language of the Office during their initial years of service.
Introduction
The position of Resource Mobilization Officer is located in the Development Partners Relations Unit (DPRU), within the Multilateral Partnerships and Development Cooperation Department (PARTNERSHIPS). PARTNERSHIPS comprises a UN, International Financial Institutions, Economic Organizations and Civil Society Branch (UNIFICS), three units: Development Partners Relations Unit (DPRU), the Development Cooperation Support Unit (DCSU), and the Emerging and Special Partnerships Unit (ESPU) and one direct report on Public-Private Partnerships.
PARTNERSHIPS establishes and develops strategic partnerships in close interaction with other ILO portfolios at ILO headquarters and with the regions. It is responsible for developing the ILO’s strategy for development cooperation as well as public-private partnership initiatives and South-South and Triangular Cooperation activities. PARTNERSHIPS leads consultations and negotiations with development cooperation partners and is responsible for mobilizing voluntary contributions for the ILO’s programme, as well as for coordinating technical and financial reporting to partners. In close collaboration with the other portfolios, PARTNERSHIPS facilitates streamlining of work processes and procedures and provides assistance to enhance service delivery in the field. It serves as a ‘gateway’ between development and funding partners and ILO field and departments at headquarters involved in the development and implementation of the ILO development cooperation programmes.
DPRU is responsible for mobilizing voluntary resources for development cooperation for the ILO, including negotiating funding agreements. DPRU is also responsible for developing and maintaining relations with ILO development partners including government donors, the European Union, and domestic funding. In addition, DPRU is responsible for mobilizing resources for the ILO Regular Budget Supplementary Account. DPRU provides a single contact point for development partners and for ILO field offices and policy units on all matters related to resource mobilization, including contractual arrangements and the implementation of and reporting on development cooperation projects.
The incumbent will work with a team of professionals in the areas of resource mobilization and development cooperation.
Under the overall supervision of the Director of PARTNERSHIPS, the incumbent will report to the Head of DPRU.
Specific Duties
1. Undertake research and analysis on funding opportunities, priorities and emerging trends for each assigned development partner and maintain up-to-date factsheets and development partner profiles. Prepare briefing notes to support senior managers in developing an overall engagement strategy to expand the engagement beyond current levels of funding to target additional funding windows and opportunities.
2. Provide support in the implementation of specific resource mobilization strategies for selected ILO outcomes, priorities or themes.
3. Support the engagement with development partners, including the maintenance of the network of contacts with counterparts, and communication on results achieved.
4. Provide support to local resource mobilization undertaken by field offices through sharing good-practice, information on development partners and specific support for country-level resource mobilization efforts.
5. Provide support with the preparation for the negotiation of funding agreements with development partners, ensuring compliance with ILO rules, regulations, directives and procedures.
6. Support the preparation and follow-up of donor review meetings.
7. Facilitate the timely start-up and closure of projects, including the review of revisions.
8. Support the monitoring of project portfolios by development partners, including reports, in compliance with contractual obligations of funding agreements.
9. Draft correspondence to donors and internal correspondence.
10. Assist in organizing and delivering staff training and capacity development on all matters relating to resource mobilization and portfolio management.
11. Perform other relevant duties as assigned.
These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:
Generic Duties
- Select, organise and summarise background information to describe the overall context and background relevant to a project or a sector of development cooperation activities in a country. Assess the local context for the planning and administration of individual development cooperation projects.
- Analyse and interpret project background history and documentation. Identify and document significant project events, decisions and deviations. Draft sections of project documents such as background or justification.
- Inform experts, consultants and other project participants about logistical arrangements and internal procedures for monitoring and reporting.
- Monitor specific aspects of project implementation. Identify problems and propose actions or solutions. Draft comments on designated aspects of project progress.
- Draft project revisions based on negotiations with donors, changed work plans, or budget reallocation.
- Participate in workshops and seminars as resource person.
Education
First-level university degree (Bachelors or equivalent) in economics, social sciences, international studies, or other relevant field.
Experience
At least three years of relevant professional experience in the area of development cooperation, and\or project administration.
Languages
Excellent command of one working language (English, French, Spanish) of the Organization, and a working knowledge of a second working language of the Organization. One of these languages must be English. Knowledge of a third working language would be an asset.

Knowledge of development partners and donor agencies would be an advantage. Ability to communicate effectively both orally and in writing; ability to clarify information.

Seeks opportunities to build the depth and breadth of own expertise and knowledge. Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
- The first contract will be issued for a twenty-four month period.
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
