Helvetas is seeking a TEAM LEADER for the Vietnam Swiss Urban Development Programme, a tendered mandate by SECO. The Team leader is managing the programme facilitator’s unit based in Hanoi. We are looking for International Team leader to join our organisation as per September 2025 or upon agreement.
YOUR MAIN TASKS
- As the Team Leader, you will ensure:
- that the Programme is consistent with Vietnamese institutional and regulatory reforms and with SECO's guidelines and ambitions.
- the coordination of all activities financed by the Programme
- the policy dialogue between the Programme's key stakeholders (including UDA, the concerned provincial governments and SCO) and agencies of other relevant cooperation programmes
- the quality of the services provided under the Programme,
- that the programme facilitor’s various areas of expertise are properly mobilised, in line with the objectives of the logframe
- that the Programme's budgetary resources are used properly and that it is accountable to SECO
- high-quality administrative and technical reporting to project stakeholders
- the implementation of a dynamic and innovative communication strategy for the Project's activities.
YOUR QUALIFICATIONS
- A master’s degree in urban planning, in civil engineering in urban governance or similar fields;
- A minimum of 10 years on similar urban development projects for international financing institutions and/or government institutions (working experience in Asia, especially in Vietnam, will be considered an advantage) and expertise and experience in working on sustainable urban development.
- Expertise in climate change adaptation planning and disaster risk-informed urban planning and development is an asset;
- Expertise in institutional strengthening, capacity and skills development for public administrations
- Proven experience in policy development and in working with national policy makers and in moderating high level policy dialogues and workshops on urban development related issues;
- Proven experience in project management leadership with international donor funded projects
- Excellent skills in project team and time management as well as reporting and presenting;
- Fluency in English (written and spoken).
