Purpose of the Job :

As the Coordinator for the MRM for Haiti: Accountable for the functioning of the monitoring and reporting mechanisms (MRM) on grave violations against children (CAAC) in Haiti, including ensuring systematic coordinated monitoring across Field Offices and the Regional Office.

Receive, compile, and analyze information received; and under the supervision of the chief of CP, transmit MRM information and reports as required to the UNICEF Representative.

Promote partnership and coordination within the Haiti CO and the CTFMR/equivalent, and act as the focal point for Haiti MRM related interaction with RO & NYHQ, including the Child Protection in Emergencies (CPiE) and Emergency (EMOPS) teams both at RO and HQ, and the SRSG/CAAC’s office.

As the Child Protection Specialist on actions to address grave violations and issues related to child protection in emergencies:

Support the strengthened and effective implementation of actions to address grave violations, in relation to grave violations related advocacy, but also programming and other actions that will need to be implemented with all parties.

Summary of key functions/responsibilities:

The key services and tasks to be provided/undertaken during this temporary appointment are as follows:

• Systematic, coordinated, and quality monitoring of grave violations against children in Haiti.

• On a monthly basis, all MRM cases documented in concerned COs and by relevant CTF agencies will be compiled, verified (ensuring credibility, reliability, and verifiability of all cases), finalized, and uploaded to the Haiti MRM database.

• Quarterly Global Horizontal Notes, annual inputs to the SG's report to the CAAC will be prepared based on all consolidated MRM cases - and submitted to the CTFMR or equivalent for onward transmission to the SRSG-CAAC.

• Strengthen MRM engagement and partnership with the UN and other relevant humanitarian actors - in particular CP and GBV and Education.

• Support engagement with parties to the conflict, using existing opportunities and seeking possible entry points for engagement.

• Keep the CTFMR Co-Chairs informed of all CAAC developments in the country.

• Ensure quality CPiE programming in CAAFAG in accordance with established standards, guidelines and procedures - by providing technical guidance to the Haiti Country Office.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Human rights/International humanitarian law or other relevant technical field.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  • A minimum of five years of relevant professional experience in child protection at national and international levels, including international work experience.
  • Background/familiarity with Emergency and previous experience on the MRM/CAAC and CAAFAG is considered an asset.
  • Advanced knowledge of MRM/CAAC and UNICEF's specific role in this regard.
  • Advanced technical knowledge of theories, principles, and methods of child protection in emergencies, particularly in relation to MRM and CAAFAG programming, and the use of data and indicators in child protection/CAAC.
  • Fluency in French and English is required. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is an asset.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.
