The Senior Specialist will be part of the Resilient and Sustainable Systems for Health and Pandemic Preparedness and Response (RSSH-PPR) team within the Technical Advice and Partnerships (TAP) Department. Working under the oversight of the Head, RSSH-PPR, and reporting to the Deputy, RSSH-PPR, the Senior Specialist, RSSH Measurement will take the lead in guiding and promoting work for improved measurement of the results and impact of investments in RSSH including on HIV, tuberculosis and malaria (HTM) outcomes.
Working as a senior member of the RSSH-PPR team, the Senior Specialist will lead on the design and implementation of measurement approaches that help drive insight into key gaps in, and opportunities for, investments in health systems strengthening, and into understanding the impact of these investments. The Senior Specialist will also take the lead on embedding use of RSSH data and analysis into investment decision-making processes as well as working with partners to align on, and harmonize, RSSH measurement approaches.
The Senior Specialist will need to work closely with the Head and the Deputy, RSSH-PPR, RSSH-PPR sub-teams, wider TAP and Strategic Investment and Impact Division teams (particularly HIV, TB, malaria teams and the Programmatic Monitoring Department), Grant Management Division, Supply Operations Department, Finance Division and other teams as needed.
The Senior Specialist will have an excellent understanding of public health and health systems, and quantitative methods, including relevant data sources and measurement approaches. The Senior Specialist will be experienced in developing compelling analytics and processes that promote business engagement with, and use of, data for improved program monitoring and ultimately results.
The Senior Specialist will be experienced working with and influencing diverse sets of senior stakeholders.
This role will make an important contribution to the Global Fund's objective to maximize gender equality. The post holder will work in collaboration with the Community, Rights and Gender Department to ensure meaningful integration of gender equality dimensions across the scope of work.
Key Responsibilities
Key responsibilities of the Senior Specialist, RSSH Measurement include:
- Promote awareness and facilitate use of RSSH measurement indicators for GC7 and GC8 to strengthen overall measurement and monitoring of RSSH investments and their impact. This will involve supporting preparations for GC8 including developing guidance materials and RSSH indicators but also working with, and supporting, Country Teams with indicator selection in RSSH priority countries to ensure inclusion of key indicators in grant Performance Frameworks.
- Lead and oversee planning for the transitioning of targeted health facility assessment (tHFA) implementation into grants by in-country institutions working closely with, and guiding Country Teams. Monitor progress of implementation of tHFAs through grants, and support Country Teams to help unblock challenges to ensure implementation remains on track.
- Work closely with RSSH sub-team leads to maintain momentum behind implementation of maturity models for key RSSH thematic areas, providing technical support on both design and implementation. Oversee supporting analysis leveraging maturity models to inform investment decisions and to monitor progress. Work with key process owners and senior stakeholders to embed use of RSSH maturity models into key processes including Funding Request and Grant-Making, and actively promote their use via other platforms including health systems metrics alignment for Lusaka agenda and other partner platforms.
- Work in close collaboration with colleagues in PMD to support work to effectively measure the impact of RSSH investments on HTM outcomes. In addition to PMD this will also require working closely with TAP colleagues, CRG, country teams and others, and drawing on data from multiple sources including partner reported and tHFA data. The work will also need to be informed by engagement with global technical partners on methods to measure the impact of health systems investments.
- Act as the RSSH focal point for technical guidance and input on the modeling of the impact of RSSH investments for the results report and investment case.
- Oversee, guide and quality assure RSSH measurement contributions to internal and external monitoring and reporting processes including KPI reporting, results reporting, donor reporting and Secretariat thematic reporting. Work closely with RSSH sub-team leads and other senior stakeholders to design analytical approaches and develop compelling narratives and insight. Act as the RSSH focal point for securing access to relevant data needed to inform internal and external reporting representing the RSSH-PPR team’s interests but also contributing to wider organizational discussions on data access and use.
- Collaborate with key partners including WHO, GAVI and GFF with a focus on the harmonization and alignment of monitoring and evaluation (M&E) guidance and indicators as well as data collection tools, including the harmonization and/or integration of tHFA. This work will include a focus on gender analysis and gender equality measurement, including the collection and use of sex and gender-disaggregated data.
- Build and manage relationships with key internal senior stakeholders and become a trusted advisor on RSSH measurement. This will include including working with these stakeholders to promote inclusion and use of RSSH data and analysis in formal and informal monitoring and decision-making processes.
- Oversee and manage the work of the RSSH Measurement team creating a team dynamic that promotes inclusion, personal development and growth whilst also ensuring delivery against agreed milestones and the ability to accommodate evolving priorities and ad hoc requests.

Qualifications
Essential:
Master's degree or advanced university degree in Public Health, or statistics, data science or equivalent.
Experience
Essential:
- Strong experience working in a public health organization with a focus on health systems measurement and use of data to inform decision making.
- Strong experience monitoring and analyzing data, producing insights, presenting and communicating insights to inform decision-making and drive consensus.
- Strong experience managing multiple internal and external stakeholders and ensuring effective collaboration across multiple teams and external partners around measurement.
- Strong project management experience, including performance management (teams, suppliers and financial).
Desirable:
- A minimum of 8-10 years' experience in measurement of health systems strengthening.
- Experience working with or demonstrated understanding of the Global Fund including its approaches to data collection and reporting.
- Experience of synthesizing data and developing reports, learning briefs, and using a variety of communication channels to enhance dissemination of policies, approaches and learning.
- Experience in managing primary data collection
- Experience in application of modelling for decision making
- Experience of working with technical partners.
Competencies
Languages:
An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
