Background
The WTO is preparing the launch of a new Document Data Intelligence platform to leverage cutting edge information management technologies and AI to make it easier to navigate WTO documentation and make WTO resources more accessible for delegates and other stakeholders.
This Information Management project has the strategic objective of modernizing the authoritative publishing processes to address user-friendliness of WTO documentation. This initiative was born out of the findings from consultations with Members on the upgrade of the Documents Online System (competency questions) and is centred on functionalities that make WTO Documentation more user-friendly, accessible, and transparent.
The envisaged Documentation ecosystem is structured around six distinct technical functionalities: XML Conversion, Structuring XML, Information Classification, Knowledge Graph Development, Content Management System (CMS) and Single user interface (Front end).
Scope of assignment:
The Language, Documentation and Information Management Division (LDIMD) is now looking for a substantive expert to validate the WTO topic structure with internal and external stakeholders, to ensure an optimum output from the new platform.
Reporting to the Director, LDIMD, and in close coordination with the Technical Project team, the Consultant should deliver the following Outputs:
1. Functions to be performed by the Consultant:

Advise on structuring data by keywords and topics

Advise on priority knowledge graphs to be developed for Members
-
Advise on modalities for consultation with different stakeholders, including facilitating focus groups

Organise the Launch of the Document Data Intelligence project production environment

Perform any other related task within the framework of the Document Data Intelligence project
2. Specific activities to achieve the required outputs and targets:

Develop use case scenarios, in cooperation with the technical WTO team for incorporation into the data intelligence database

Review and validate "business rules" for the creation of the new discovery function in the Document data intelligence system

Seek feedback from internal and external stakeholders to facilitate the optimum structuring of the Documentation Portal

Schedule presentations to stakeholders and liaise with the Technical Project team to implement suggested changes
3. Duration of assignment:
This assignment is expected to be for an initial period of 3 months on a full-time basis, starting from March 2025 onwards.
4. Qualifications and skills:
An advanced university degree in Public Policy, Law, International Relations, Communications, Political Science, Economics or another relevant subject.
At least 10 years professional experience in a multilateral setting is required. Deep understanding of WTO work and processes is required. Broad knowledge of WTO documentation is essential. Experience handling multilingual documentation is desirable.
The Consultant is expected to work on-premises at the WTO office.
