Under the leadership of the Chief of Staff and Manager, Organizational Planning & Leadership, the Lead, Organizational Planning and Strategy Implementation will hold a pivotal role in driving strategic planning and implementation for the Global Fund and delivering critical change initiatives to ensure the organization can deliver its 2023 – 2028 Strategy.
The Lead will lead the organization's annual planning processes, which includes working with Leadership and across the Secretariat to define annual organizational objectives, key results and associated measurement metrics, and coordinate quarterly progress reporting to Management Executive Committee (MEC). The Lead will work to ensure the process supports organization-wide prioritization and simplification, enables MEC to focus on what is most critical and where intervention or course correction is needed, and will help to support enhanced implementation of strategic priorities where necessary.
Using the organization priorities and objectives, the Lead will directly input into the annual workforce and operational expenditure (OPEX) budgeting process to ensure the organization can deliver on its priorities and strategies. Working closely with Finance, HR and IT partners, the Lead will lead project management and strategy to ensure that resources are allocated optimally and efficiently.
The Lead will also provide surge support to the Manager, Organizational Planning and Leadership, Chief of Staff and Executive Director on priority projects and initiatives as well as strategy implementation and change projects as needed.
Key Responsibilities
Strategic planning
- Under the direction of the Manager, Organizational Planning and Leadership, leads the Global Fund's annual planning process, supporting Divisions and the Management Executive Committee to effectively implement the Global Fund strategy, define annual objectives, key results and change initiatives.
- Tracks progress in implementing priorities and objectives, working with cross-Secretariat focal points to identify challenges, risks and implementation barriers, with the support of the Senior Associate, Monitoring.
Works with focal points to develop recommended actions to course-correct to maintain focus and progress on strategic priorities.
- Prepares and presents quarterly Organization Performance Report to MEC and ELT and oversees implementation of agreed decisions.
Organizational planning
- Convenes and leads a cross-functional team with multiple divisions to coordinate the annual OPEX priority budgeting process
- Manages the prioritization of initiatives as part of this process, ensuring that resources are allocated optimally and efficiently, and aligned to strategic priorities.
Strategic support
- Supports the Manager, Organizational Planning and Leadership, Chief of Staff and Executive Director on priority initiatives, strategy implementation and change projects as needed.
- Provides implementation planning guidance and support on priority projects and initiatives.
- Collaborates with Delivery Unit to operationalize continuous improvement loop of prioritization, monitoring and delivery of interventions.

Qualifications
Essential:
- Undergraduate university degree in business administration, public policy/administration, international development, global health, or other relevant area with 4-6 years of relevant work experience; Or
- Postgraduate university degree in business administration, public policy/administration, international development, global health, or other relevant area.
Desirable:
- Additional qualifications in monitoring and evaluation.
Experience
Essential:
- Demonstrated strong problem-solving skills and analytical capabilities, as well as creative thinking capabilities.
- Experience of cross-functional managerial, project management, and/or liaison activities.
- Experience working across the management life cycle from planning to implementation to monitoring.
Desirable:
- A minimum of 4-6 years of relevant work experience in planning, strategy implementation, performance measurement and management, and project management.
- Familiarity with the Global Fund and its business model
- In-country experience of development and/or public health programs, preferably in LMICs/ countries with programs supported by The Global Fund
Competencies
Languages:
An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
