This is an external vacancy notice open to external candidates and WTO staff. It is posted on the WTO internal as well as external career site. Eligible WTO staff on short-term, fixed-term or regular contracts and interns must apply through the Workday internal career site.

This is a Fixed-term contract funded through the regular budget. The duration will be two years with the possibility of extension, unless specified in the vacancy notice.

The Secretariat of the WTO is seeking to fill a position of Network and Telecom Engineer in the IT Infrastructure section, Information Technology and Solutions Division (ITSD).

WTO's IT Infrastructure comprises of about 15 physical servers and around 70 virtual servers, Microsoft Active Directory, ADFS, EntraID, Azure, and AWS cloud services, Network Storage, Backup system, 150 Network printers, Routers, Switches, Firewall, VPN, Multifactor Authentication, Teams Telephony, VoIP gateways, and Videoconference systems for a campus size of 1000 Users.

The IT Infrastructure section is responsible for the design and setup as well as the support and operations of this environment and handles all 2nd level support with periodic pre-planned evening and weekend work within agreed maintenance windows.

General Functions

Reporting to the Chief, IT Infrastructure Section, the incumbent will be responsible for network and telecom services comprising of wired and wireless network infrastructure, Network Firewall, VPN, Proxy, DHCP, DNS, and VoIP system. As the service owner for these areas, the incumbent will be accountable for managing new projects, driving continuous improvement and ensuring excellent operational performance in collaboration with service providers.

Key functions include:

  • Design, implement, configure, and maintain a single site wide CISCO based wired and wireless network infrastructure, Network Firewall, VPN, Proxy, DHCP, DNS, and VoIP system as well as all such component with Cloud integrations.
  • Monitor network performance, troubleshoot issues, and implement solutions to ensure high availability and performance.
  • Plan and implement upgrades and improvements to network and telecom infrastructure to meet evolving needs.
  • Lifecycle management of infrastructure components.
  • Assist in the day-to-day operations of the infrastructure involving monitoring, pro-active maintenance, problem solving, providing 2nd level support by responding to incident and service requests, coordinate change requests, coordinate 3rd level support within existing support contracts as well as assisting in the optimisation of existing services. The incumbent, after a short integration period will be required to work independently, take full service ownership and collaborate with other IT teams to ensure seamless integration of network and telecom services.
  • Assist other Network and Telecom Engineers and Project Managers on specific tasks assigned and act as a resource back-up for the IT Infrastructure staff in their areas of responsibilities.
  • Assist the Cloud Solutions Architect in adoption, operational and financial governance of the Cloud Infrastructure at organisational wide.
  • Create and maintain comprehensive technical documentation. Document all components of the infrastructure, document changes, develop Standard Operating Procedures and follow change management procedures.
  • Drive the Secretariat towards innovative Cloud based solutions. Research, attend technical briefings and keep up to date with fast moving technological changes through courses, seminars and self-training in order to provide suitable solutions and technical support.

REQUIRED QUALIFICATIONS

Education:
An advanced university degree with specialization in Computer Science or basic university degree in Computer Science, Mathematics, Engineering or related field combined with theoretical knowledge and/or proven professional expertise equivalent to an advanced university degree.

Knowledge and Skills:

Technical knowledge and skills:

  • Excellent knowledge and experience at the level of an enterprise environment of similar size as described above
  • a recognised Cisco Certified Network Associate Routing & Switching certification is desirable
  • Cloud certification in related infrastructure areas is desirable

Basic knowledge and experience in following areas:

  • Microsoft Active Directory: ADFS, EntraID, SSO.
  • Cloud technology concepts.
  • Server OS: Microsoft Windows Server (all versions from 2019) and Linux Redhat.
  • Windows10 and 11.
  • ITIL processes especially Incident, Change and Problem Management.

Good knowledge of the following:

  • DNS, DHCP.
  • VoIP technologies and telecommunications systems.
  • Network monitoring tools (e.g., CISCO DNA, Wireshark, Nagios).

The incumbent must have growth mindset and the ability to prioritize and execute tasks (project management, maintenance, support) in a demanding situation and make sound decisions. She/he must be capable of working under stress and in an autonomous manner.

Work Experience:

At least three years' experience pertinent to the functions and the size of Operations described in "Knowledge and Skills", out of which at least two years of practical experience in designing, implementing and operating network and cloud services.

Languages:

Excellent knowledge of English, including a demonstrated ability to communicate accurately, concisely, and clearly, both orally and in writing. Good knowledge of French will be an added advantage.

The initial fixed-term contract for positions up to grade 10 shall normally be two years, which shall be probationary, as per Administrative Memorandum No. 997 (OFFICE(23)/4) on Probation Policy. For Director positions, the Policy on evaluation of directors apply as per Administrative Memorandum No. 978 (OFFICE(17)/29).

The WTO may use various communication technologies such as video or teleconference for the assessment and evaluation of candidates. The recruitment process may also involve the use of various forms of testing, assessment centres, interviews and reference checks.

Candidates not selected whose performance in the selection process nevertheless shows them to be suitable for a similar position may be kept on a roster for up to 24 months, and may subsequently be called upon as and when the need arises for additional resources.
